The National Constitution of The New German Democratic Republic

October 18, 1996
Preamble

Imbued with the responsibility of showing the whole German Nation the road to a future of peace in Socialism and Communism, in view of the historical fact that Revisionism, in concert with Western Imperialism has destroyed the Union of Soviet Socialist Republics, The People of the German Democratic Republic, in their continuing unshakeable bonds to the Soviet People and firmly based upon the achievements of the Anti-Fascist, Anti-Imperialist, Anti-Revisionist, democratic and Marxist transformation of the social system, from Capitalism and Socialism into Communism and imbued by the will to continue unswervingly on the road of peace, social justice, democracy, socialism and national friendship, have given themselves this Socialist Constitution.

ARTICLE 1. The German Democratic Republic is an independent National Marxist Socialist Ethno-State of the Dictatorship of The German Proletariat, representing the material, financial, cultural, spiritual, social, biological and political interests, needs and welfare of the German Worker, Peasant and Intellectual his offspring and dependents.

The Eternal Capital of the German Democratic Republic is Honecker City, formerly known as Berlin. The State Flag of the German Democratic Republic consists of the colours black, red and gold and bears on both sides in the middle of the state emblem of the German Democratic Republic.

The arms of the German Democratic Republic consists of hammer and compass surrounded by a garland of corn, which is around the lower part of a black, red and gold ribbon.

ARTICLE 2. The GDR is a Revolutionary Peoples State comprised of the Soviets of The Party, formed in the glorious revolutionary struggle against the Capitalist aggression and Revisionist corruption and built upon the achievements of the dictatorship of the proletariat under the sole leadership of the Working Class.

ARTICLE 3. The Party, the vanguard of the Working Class, is the sole and absolute leading political force of the state and the society.

In the GDR the only ideology is Marxism-Leninism, Stalinism, Honeckerism, Juche, Platonism and Eugenics combined as defined by The Party.

The entire social order is developed on the basis of their principles and is totalitarian.

No other ideological platform will exist.

ARTICLE 4. Plato, Hegel, Karl Marx, Friedrich Engels, Francis Galton, Geovanni Gentile, Ernst Niekisch, Lenin, Joseph Stalin, Erich Honecker, Kim Il Sung and Jacque Fresco are the 12 guiding ideological pillars of the German Democratic Republic, with special emphasis on Marx, Lenin, Stalin and Honecker.



ARTICLE 5. The German Democratic Republic, will forever remain faithful to the interests of The People and to the absolute commitment to cut all links to Globalism, Liberalism, Capitalism, Neo-Conservatism, Trotskyism, Gramscism and The Frankfurt School of Marxism.

ARTICLE 6. The German Democratic Republic is committed to the Venus Project and will build and maintain the infrastructure and social relations necessary to ultimately create and sustain a Resource Based Economy.

ARTICLE 7. The territorial integrity of the German Democratic Republic and its borders are both absolutely guaranteed and absolutely inviolable, including GDR airspace and GDR territorial waters and the protection and the use of GDR continental shelf.

The German Democratic Republic organizes the defence and the protection of the Marxist-Leninist and Stalinist System and the peaceful living of GDR Citizens. The National People's Army and the other institutions of national defence will protect the Marxist-Leninist and Stalinist achievements of The People against all external attacks.

The National Peoples Army maintains the interest of peace and security of the National Marxist-Leninist and Stalinist State.

ARTICLE 8. No GDR civilian under the age of 35 may be permitted to reside within 10km of the GDR border zone or coastline or within the GDR border zone itself.

ARTICLE 9a. Private property does not exist in the GDR.

ARTICLE 9b. The institution of the private family does not exist in the GDR.

ARTICLE 9c. The institution of marriage does not exist in the GDR.

ARTICLE 9d. Culture, except the secular culture of The State and Party, does not exist in the GDR.

ARTICLE 9e. Private enterprise does not exist in the GDR.

ARTICLE 9f. Private opinion does not exist in the GDR. – All opinions must be sanctioned by the state as determined by The Party.

ARTICLE 9g. Religion, except the secular-religious worship of The State and Party, does not exist in the GDR. – No religious institution other than that of The State and Party exists in the GDR.

ARTICLE 9h. Rights, except those rights directly bestowed by this constitution or by The Party, do not exist in the GDR.

ARTICLE 9i. Laws, except the laws of this constitution and those made by The Party, do not exist in the GDR.  - No laws other than these exist in the GDR. No agreement or treaty will allow them to exist.




ARTICLE 9j. The GDR will not sign or agree to any treaty, conference, pact or agreement which in any way threatens the national and racial autonomy and independence of the GDR, or which makes any law higher than GDR law, or which recognizes states and/or laws not constituted in accordance with the ideology of the GDR.

ARTICLE 10. The Socialist system of economy and the Socialist ownership of the means and instruments of production, distribution, maintenance, consumption, reproduction, termination and society firmly established as a result of the abolition of the Capitalist system of economy, the abrogation of private ownership of the means and instruments of production, distribution, maintenance, consumption, reproduction, termination and society and the abolition of the exploitation of man by man, constitute the economic and social foundation of the GDR.

The GDR unceasingly develops the revolution by adhering to the class struggle and aims at ensuring the final victory of Communism over all other forms of ideology and belief, at achieving the complete construction of a pure Communistical, ethnic utopian society.

The sovereignty of the GDR equally resides within the body politic of the Workers, Peasants and Intellectuals, as expressed by The Party.

The Working People exercise power through their representative organs - the Peoples Soviets.

ARTICLE 11. All property in the GDR exists in the form of state property, that is, belonging to the whole people and held in trust by The State.

ARTICLE 12. The land occupied by collective farms is secured to The People for their use free of charge and for an unlimited time, that is, in perpetuity.

ARTICLE 13. No one may own either private or personal property. All property, whether used institutionally or personally is state property, held by The Party on the behalf of The People.

ARTICLE 14. The right of Citizens to personal ownership, as well as the right of inheritance of property for personal use, is hereby abolished.

ARTICLE 15. All Citizens are the physical property of The State, held in trust to The People and administered by The Party. - The physical body of every individual Citizen is the property of The State.

ARTICLE 16. The economic life of the GDR is determined and directed by the state national economic plan with the aim of increasing the public wealth, of steadily improving the material conditions of the working people and raising their cultural level, of consolidating the independence of the GDR and strengthening its defensive capacities.

ARTICLE 17. In the GDR it is both the right and the duty for every able-bodied citizen to work by engaging in economic activity beneficial to GDR society, as defined by The State and in accordance with the principle: "From each according to his ability, to each according to his need."



THE ORGANIZATION OF THE STATE

ARTICLE 18. The German Democratic Republic  is a single Party federal state, formed on the basis of The Party association of the Peoples Soviets having equal rights, namely:

The Northeast Peoples Soviet

The West Peoples Soviet

The East Peoples Soviet

The North Central Peoples Soviet

The Central Peoples Soviet

The South Central Peoples Soviet

The South Peoples Soviet

The Joseph Stalin State Peoples Soviet

The Karl Marx State Peoples Soviet

The Honecker City Peoples Soviet










ARTICLE 19. The jurisdiction of the German Democratic Republic, as represented by its highest organs of state authority and organs of government, covers:

Representation of the Republic in international relations, conclusion and ratification of treaties with other states;

Questions of war and peace;

Admission of new Peoples Soviets into the GDR;

Control over the observance of the Constitution of the GDR and ensuring conformity of the Constitutions of the Peoples Soviets with the Constitution of the GDR;

Confirmation of alterations of boundaries between Peoples Soviets;

Confirmation of the formation of new territories and regions and also of new Soviets within The Republic;

Organization of the defence of the GDR and direction of all the armed forces of the GDR;

Foreign trade on the basis of state monopoly;

Safeguarding the security of the state;  Curfews; and The Public Declaration of A State of Emergency;

Establishment of the national economic plans of the GDR;

Control over and approval of all budgets within the GDR as well as of the taxes and revenues which go to State budgets;

Administration of the banks, industrial and agricultural establishments and enterprises and trading enterprises;

Administration of transport and, communications;

Direction of the monetary and credit system;

Organization of State insurance;

Raising and granting of loans, grants, wages, payments and rations;

Taxation;

Establishment of the basic principles for the use of land as well as for the use of natural deposits, forests and waters;

Establishment of the basic principles in the spheres of education and public health;

Organization of a uniform system of national economic statistics;

Establishment of the principles of legislation;

Statutory rights of workers, peasants and intellectuals;

Legislation on the judicial system and judicial procedure; legal codes;

Laws on citizenship of the Republic; laws on the rights of foreigners;

Issuing of acts of amnesty;

Issuing, regulating and maintaining uniforms and all other legal public attire;

Issuing, regulating and recalling of currency, bonds and investments; public rations; security identification; licences; permits; national diet; and human reproduction;

Medical; industrial; and financial; standards, procedures, obligations and requirements.

Issuing, regulating and sentencing modes of criminal punishment.

Policing; surveillance; surveys; public information, broadcasting; publishing; national morale and propaganda.

ARTICLE 20. The sovereignty of the Peoples Districts are limited only within the provisions set forth in Article 18 of the Constitution of the GDR Outside of these provisions, each Peoples Soviet exercises state authority independently, under the guidance and direction of the Republic. The Republic protects and represents the sovereign rights of the Peoples Soviets.

ARTICLE 21. Each Peoples Soviet has its own Constitution, which takes account of the specific features of the Republic and is drawn up in full conformity with the Constitution of the GDR, under Republic guidance and direction.

ARTICLE 22. The laws of the Republic have the same force within the territory of every Peoples Soviet.

ARTICLE 23. In the event of a discrepancy between a law of a Peoples Soviet and an all-Republic law, the all-Republic law prevails.

ARTICLE 24. A single Republic Citizenship is established for all Citizens of the GDR.

Every Citizen of a Peoples Soviet is a Citizen of the GDR.

ARTICLE 25 The institutions of both civil and criminal law are hereby abolished and merged into a single institution of social law. - All behavioural transgressions will be both considered and treated as natural disorders.

ARTICLE 26. The institution of the judiciary is hereby abolished and merged into the magistracy of The Party.

ARTICLE 27. The institution of the legislature is hereby abolished and merged into the committee structure of The Party.



ARTICLE 28. No Republic Citizen will partake in any form of living, transport, travelling, construction, economic activity, eating, wearing, thinking, sex, speaking or writing not already prescribed and approved by the Central Committee.

Any that do so are committing a serious crime against The People.

ARTICLE 29. All forms of commerce, non-Party dependent economic activity, non-Party dependent speaking, thinking or writing and non-Socialist or anti-Party speaking, thinking, writing, listening or activity is strictly prohibited by law.

ARTICLE 30. No Republic Citizen, except members of the Central Committee with the unanimous approval of the Central Committee, may leave the GDR or attempt to make any contact with societies or individuals outside of the GDR.

To do so is strictly prohibited by law.

ARTICLE 31. Entry into the GDR for all and any foreign persons is absolutely forbidden, except in order to recruit new GDR Citizens.

Any Republic Citizen who in any way either attempts, aid and abets or conspires to bring about the entry of any foreign person into GDR territory without the valid approval of the Central Committee are committing a serious crime against The People and if found guilty will be subject to capital punishment without appeal.

ARTICLE 32.  The economy of the GDR is to be an entirely state owned and state directed central command economy, closed to all foreign investments, influences and donations with the sole permissible exceptions of export transactions and import transactions concerning raw industrial materials and/or raw, untreated, unprocessed and unsanitized foods and/or water, to be transacted only in the absence of any non-GDR symbol, stamp or trademarking and technologies imported as a consequence of revolutionary espionage, carried out in the name of The People.

ARTICLE 33. All money and abstract currency is hereby abolished. In its place will be established food, clothing, water, hardware, fuel, sexual activity and luxuries vouchers, issued by The Party.

ARTICLE 34. Except for surplus food, surplus clothing, surplus shelter, surplus electricity, surplus fuel and surplus drinking water, all products and services are to be state-collected for redistribution.

ARTICLE 35. All technological and cultural items not originally created within the GDR are hereby outlawed from general public use and from general public distribution.

ARTICLE 36. All models, designs and plans for the creation of technology and constructions not originally conceived within the GDR are hereby outlawed from general public use and from general public distribution, with five exceptions; concerning the development of industrial factory production, public surveillance, criminal forensics, genetic science, space flight and food production.

ARTICLE 37. All Republic Citizens are to be divided into different eugenics tiers for reproductive breeding, according to laboratory conditioned assessments based on tested and measured physical fitness, beauty, health, cognitive capacity and intelligence by qualified scientific GDR specialists.
A Peoples Bureau of Eugenics and Racial Hygiene will be established under the Central Party Committee for this purpose. All Republic Citizens will submit to all such assessments as the Peoples Bureau of Eugenics and Racial Hygiene see fit.

ARTICLE 38. All Republic Citizens under the age of 16 years will be raised entirely by the State in the form of State operated communal nurseries and academies for the rearing, training and education of all the future generations of the GDR. No Republic Citizen will be a parent or will in anyway take part in the rearing, training or education of their own offspring and all Republic Citizens are to be raised from birth entirely by The State.

ARTICLE 39. There will be an entirely doctrinal, ideologically orientated and State directed educational and entertainment culture to be determined by the function of The Party. No other educational or entertainment culture will be allowed.

ARTICLE 40. All institutions of traditional religion are hereby abolished. The new state religion is to be the worship of a strong, fit and healthy Communistical White, Europid Caucasian, German Proletariat of the finest stock, under the absolute rule and sole direction of The Party.

ARTICLE 41.  The GDR will maintain and continue a total and continuous embargo on the importation of all and any foreign, cultural and religious influences.

ARTICLE 42. All Republic Citizens are entitled to free life long public health care; public education; public drinking water; public vehicles; public transport; public uniforms; public sanitation; public sewerage; public roads bridges & canals; public factories farms fisheries fishing boats and industrial infrastructure; public jobs and workplaces, public electricity; public fuel, public tools, public heating; public propaganda; public legal representation; public military & police protection; public insurance; full public relief from poverty; public bathing; minimal domestic appliances, domestic heating, medical supplies, public retirement schemes and safe public housing free of charge, at any time, at any age and at the point of service, on a unilateral and equal basis for all.

The central organization of The State will care, manage and maintain for all lawful residents from conception to grave.

Article 43. All Republic Citizens will have the right to rest and leisure. The rest and leisure of all Republic Citizens is ensured by the reduction of the peace time working day to a maximum of 6 hours for at least 70% of all Citizens at any one time and by the reduction of the peace time working day to a maximum of 9 hours for all Citizens overall; the institution of annual vacations; and the institution of facilities for public leisure and entertainment.

Article 44. All Republic Citizens of will receive an equal standard of all GDR rations, amenities and essential facilities and supplies. All forms of amercement , commerce, charges and/or fees for either goods or services and payment taking place between Citizens are hereby strictly outlawed in the GDR.

ARTICLE 45. In the GDR lifelong public education and indoctrination and the attendance of lifelong public education and indoctrination is compulsory and a basic syllabus will apply to every Republic Citizen throughout their lifetime. This is ensured by the institution of a system of universities and polytechniques for the compulsory engineering of the public's skills base and national psyche.
The basic syllabus will include the fields of biology; chemistry; physics; mathematics; medicine; astronomy; agronomy; carpentry; engine mechanics; and Party ideology.

ARTICLE 46. In the GDR at least 1 public library will be established and made available in every population centre with more than 300 resident Citizens and at least 1 public planetarium, 1 public gymnasium, 1 public clinic and 1 public redistribution centre will be established and made available in every population centre with more than 900 resident Citizens.

The GDR’s public libraries, planetariums, gymnasiums, clinics and redistribution centres will be open to all free of charge at the point of service.

Article 47. Males and females will be totally interchangeable in the GDR. No mark, language, communication or behaviour separating the sexes will be tolerated by law.

All forms of gender separation and gender tenses is hereby strictly outlawed in the GDR. Sexual congress may only take place as a public affair and as The State prescribes through a system of written permits and facilities for the commencement of sexual intercourse and no such sexual intercourse may lead to pregnancy.

All reproduction will be created, controlled and regulated through a system of reproduction facilities staffed and controlled by qualified public scientists, via means of compulsory donation and artificial insemination and impregnation.

ARTICLE 48. Female ovaries designated for reproduction will be held by the state in secure scientific facilities, thereby rendering all forms of natural insemination obsolete in the GDR.

ARTICLE 49. All Republic Citizens will be trained and ready for war through the practice of routine military service training throughout the Citizens lifetime.

ARTICLE 50. All bathing, ablutions and toiletries for regular sanitation purposes will be operated as a public function. All Republic Citizens will be conditioned in such a way that the public culture does not attach negative emotions such as shame with biologically necessary bodily functions.

ARTICLE 51. No non-pro-Marxist-Leninist or non-pro-Marxist-Leninist aspiring culture, regime, individual or society may be referred to in a positive tense.

To do so is strictly prohibited by law.

ARTICLE 52. All Republic Citizens will submit to at least one routine, thorough biannual medical examination by the state and will register all details relative to its projects; experiments; law enforcement; border controls; eugenical codes and reproductive regulations.

Failure to do so is strictly prohibited by law.





This biannual medical examination will include but will by no means be limited to tests for height, weight and body mass index; tests for vital signs; tests for hearing; tests for taste and smell; tests for sensation; tests for appearance; Ishihara colour tests; tests for STDs; heart examination; lung examination; head and neck examination; abdominal examination; neurological examination; extremities examination; colonic examination, dental examination; eye examination, ear, nose and throat examination; total skin examination; testicular examination [male only]; hernia examination [male only]; penis examination [male only]; prostate examination [ male only]; semen analysis and sperm count [male only]; breast examination [female only]; pelvic examination[female only]; full chemistry panel and complete blood count; glucose tolerance test; liver function test; DNA test; RAST test; urinalysis; stool analysis; urea breath test; skin allergy test; Gait Abnormality Rating Scale test; Kohs Block Design Test; Miller Analogies Test; Raven's Progressive Matrices test; Stanford–Binet Intelligence Scales test; Strenberg Triarchic Theory of Intelligence test; Wechsler Adult Intelligence Scale test; Wonderlic test, hand-eye coordination test; balance test, strength test; bleep test; and colonic irrigation.

ARTICLE 53. All reproductive activity will be regulated so as to determine the correct number and quality of new Republic Citizens.

All sexual intercourse other than heterosexual, non-bestial, non-incestual intercourse will be regarded as a mental disorder and as a disease and will be subjected to compulsory psychiatric treatment.

ARTICLE 54. All corpses of former Party Chairmen are to be embalmed and made available for public display within the Mausoleum of The People, which shall be lavishly established and maintained for this purpose.

ARTICLE 55. All unlisted buildings, infrastructure and technologies in non-conformity with Soviet-Futurist, Soviet-Neoclassical and Venus Project aesthetics as pioneered in the 1960’s and 70’s, are to be completely destroyed and prevented from further construction and/or manufacture.

ARTICLE 56. The public emplacement of Party murals, symbols, slogans, busts, statues and trade items will be both ubiquitous and omnipresent.

ARTICLE 57. Failure to demonstrate the correct type and amount of emotion at the correct times, will according to The Party’s sole discretion, constitute a serious transgression against The People.

ARTICLE 58. All able bodied Republic Citizens are to have full compulsory and gainful employment at all times until the age of retirement.

ARTICLE 59. The official language and alphabet of the German Democratic Republic will be High German.

ARTICLE 60. No wastefulness will take part in the social and industrial life of the German Democratic Republic. All employment, lack of employment and penal servitude will contribute to the social utility of the GDR; all penal prisoners will be either reformed or expended as maybe proficient; all contemporary human remains will be harvested for valuable materials and properties and their useful parts recycled to the positive productivity of GDR society.
ARTICLE 61. Upon the dawn of each and every day the national standard of the Republic State is to be flown within every centre of civil or military administration, civic precinct, class room and work place in military fashion and will be taken down in a likewise manner upon the dusk of each and every day.

Appropriate gestures will apply in the event of a national tragedy, such as the death of a Party Chairman.

ARTICLE 62. Movement around the GDR is to be restricted in a regular manner to periods of state sanctioned work and leisure time only. Whenever possible these periods are to be established in the form of shift patterns. – No one may leave their designated homes or travel anywhere without the state’s explicit permission as expressed in the form of official travel documents and in a mode of the state’s choosing. No facility or mode of work or leisure will be permitted unless explicitly prescribed by The State.

As a consequence all Republic Citizens will be electronically tagged and monitored by The State for any possible illegal movement.

ARTICLE 63. All civilian Republic Citizens will don dark blue uniforms displaying armbadges of code and serial numbers to the extent of clearly signifying their various roles in society whenever appearing within the public domain, in exclusion to personal taste or sense of fashion.

All military Republic citizens will don grey uniforms displaying armbadges of code and serial numbers to the extent of clearly signifying their various roles in society whenever appearing within the public domain, in exclusion to personal taste or sense of fashion.

The following symbols signify a particular role in GDR civil society:

Medical Staff = Medical

Lightening Bolt = Maintenance & Engineering

Two Crossed Spanners = Mechanical

Hammer & Sword = Police & Military

Rail & Tunnel = Transportation

Five-Pointed Star = Government, Inspectors & Bureaucracy

Open Book & Pen = Student

DNA Double Helix = Minor Under The Age of 16

All such uniforms will be further adorned with additional insignia, representing the various achievements, challenges and accomplishments attained by each individual Citizen respectively, for the Communistical good of the Union society as a whole.

Different variations of these general types will be permitted in order to cater for practical differences in weather, activity, physical environment, age and gender.

ARTICLE 64. All Citizens will be divided at the youngest age into cells of 4 males and 4 females of healthy, non-close related stock, ideally of the same yearly age to within three months; all such cells will stand to be one unit created of four cells of 16 males and 16 females; all such units shall stand to be one pod created of four units of 64 males and 64 females; and all such pods shall stand to be one commune of 256 males and 256 females.





ARTICLE 65. For every Citizen commune a special Party Control cell will be assigned which will receive Party orders from a special Party Command cell: special Party Command cells will preside over Areas: Areas will be either Cantons or Cities respectively; a City will be defined as any urban zone of more than 11 resident communes; a Canton will be defined as any urban zone of 4-11 resident communes and all adjacent non-City territories excluding those territories specially exempted by The Party. Cities may be divided into Wards on the basis of 4 resident communes and each assigned with a special Party Subcommand cell.

ARTICLE 66. All special Party Command cells will be directed by the constituent Soviet Committee structure; all Soviet Committee structures be directed by the Party Committee structure.

ARTICLE 67. Citizens born under the sufferance of any unhealthy dysgenical condition, liable to impede the socio-economic functioning of society, will be terminated at the earliest available opportunity by the correct eugenics enforcement agencies. Such Citizens may not be integrated into cells.

ARTICLE 68. All Citizen transfer, conscription, employment and deployment will maintain Citizen cell and units structure in tact as coherent, self-integral, socially viable levels of society.

ARTICLE 69. The state will require male and female Citizens to contribute to the purposes of eugenical reproduction. All eugenical and abortive-eugenical reproduction will take place in a clinical facility for sexual reproduction and generational procreation between persons of The Party’s choosing, as defined by sufficient medical evaluation.

ARTICLE 70. All offspring generated by Citizens are to be immediately separated from the biological agents of reproduction and removed to an alternate civic area for the primary purposes of upbringing by The State, for The State and for the secondary purposes of preventing inbreeding.

ARTICLE 71. Citizen cells, units, pods and communes will not be replenished overtime, but rather left to disintegrate due to environmental causes or until the Citizens in question are duly terminated by The State.

ARTICLE 72. Citizens deemed incurably unable to contribute more to society than the sum total of their individual level of consumption within society, will when identified as such by the correct clinical authorities be duly terminated by The State.

ARTICLE 73. All Citizens over 75 years of age will by default be terminated by The State in order to make way for the younger generations of Citizenry.

ARTICLE 74. Each Citizen will be named one of the callsigns of the alphabet according to the half-month of their birth, together with a serial code denoting the exact time of birth. No Citizen will bear any other type of personal name.

ARTICLE 75. Every room, atrium, lobby, hallway, street, park, station, office, venue and facility within the GDR will bare at least one political portrait of the Party Chairman at least 0.5 in width and 1.5 meter in length.

ARTICLE 76. Every large room, atrium, lobby, hallway, street, park, station, office, venue and facility within the GDR will bear at least one political national standard flag in the form of at least two flags 0.5 in length and 2 meters in width.

ARTICLE 77. Every City of the GDR will bear at least one shrine dedicated to the contemporary Party Chairman containing at least one realistically proportioned, bronze cast statue of the Party Chairman, at least 60 meters in height.

ARTICLE 78. Every room, atrium, lobby, hallway, street, park, station, office, venue and facility within the GDR will bare at least one working and recording surveillance camera for the security of The State and in order to ensure the force of this Constitution and of The Party.

ARTICLE 79. All Citizens of the GDR will receive absolutely equal access to rations and amenities however, bonuses of extra rations shall be rewarded to those who work the hardest and produce the most results. – To this end extra shifts will be made available to all workers, peasants and intellectuals.

ARTICLE 80. No Republic Citizen will be racially or genetically non-White Caucasian and no sexual intercourse will take place except that sexual intercourse taking place between healthy White Caucasians of the opposite sex.

ARTICLE 81. All physical industry will be managed and executed to within a number of central industrial production estates, established in relation and in proportion to each major urban centre.

ARTICLE 82. All sexual reproduction and child rearing shall be managed and executed to within a number of central industrial procreation estates, established in relation and in proportion to each major urban centre.

The offspring of Citizens selected for reproduction will be cross-transferred to alternate areas of residence to the reproducing Citizens, in order to minimize contact and potential inbreeding between Citizens of the same or near bloodlines.

ARTICLE 83. All Citizens will be electronically tagged at all times. No movement by any individual will go unknown to the designated Party authorities.

ARTICLE 84. All Citizens will be required to register their movements, both communal and personal which shall all be both defined and controlled by the central planning program of the Central Committee.

ARTICLE 85. The security strata of The State will be divided into eleven different organizations by following order of authority, Penitential Militia; Civil Militia; State Guards; Border Guards; Civil Police; Political Police; Reproduction Police; Thought Police; Elite Border Guards; Secret Police; Internal Police; Party Guards.




ARTICLE 86. The Party leadership may at any time suspend any part of this constitution for a maximum period of 84 days with the majority permission of the Central Committee, for the  purposes of mobilizing against military and/or civil insurgent threats to the regime’s existence, authority or power, whether foreign or domestic.

ARTICLE 87. At all times a fortified frontier separating the territory of the GDR from non-GDR territory will be maintained with the utmost preventative security. No person may penetrate or breach the said security perimeter which will be constructed after the model of the Old GDR former frontier of 1980, but at least doubled, with severe enhancements. This Article is entirely exempt from and sacrosanct against all aforementioned Articles, including Article 86.

THE ORGANIZATION OF THE PARTY

ARTICLE 88.

This Article is entirely exempt from and sacrosanct against all aforementioned Articles, including Article 86, with the sole exception of Article 87. Its implementation and enforcement shall supersede all except Article 87.

The following is the designated and legally binding constitution of The Party.

SUBARTICLE 1. The Party has a Hierarchy - Party President, Second, Third and Forth. All other members are equal; and have the same voice as each other; and will always be valued no more or no less then another.

SUBARTICLE  2. The leader when elected earns the title "The Great Leader". He/she may choose to insist on being referred to this if they so please.

SUBARTICLE 3. The Great Leader’s word is truth. He/she is never wrong. To disagree with this will be a serious crime against The People.

SUBARTICLE 4. The Second, Third and Forth in command are Deputy Party President, Vice Party President and Deputy Vice Party President (DPP, VPP and DVPP). They are appointed by The Great Leader and can be changed at The Great Leader’s will. The PP, DPP, VPP and DVPP are known as The Inner Party.

SUBARTICLE  5. Those wishing to run as PP, will be expected to have been a Central Committee member for at least twenty-one years, been an active Party member and have proven their loyalty and dedication to The Party in some form or another.

SUBARTICLE 6. There are four parts to The Party government: The Ministry of Truth; The Ministry of Security; The Ministry of Plenty; The Ministry of Peace.

The Party follows a Far Left ideology amalgamated from the ideas of Marxism-Leninism, Stalinism, Honeckerism, Platonism and Eugenics.

SUBARTICLE 7. Enemies of The Party have always been enemies of The Party and friends of The Party have always been friends of The Party.
SUBARTICLE 8. Illegal transgressions Against The People will always be illegal transgressions Against The Party when they are any of the following; Thought Crimes; Word Crimes; Sign Crimes.

SUBARTICLE 9. Actions, thoughts or words against The Party are both illegal Against The Party and the products of mental illness.

SUBARTICLE 10. This Party constitution may never be changed by anyone. It is permanent for all time.
